Definitions
• Attainable Housing: Housing stock that is affordable for a wide range of income levels, this is typically income levels between true affordable housing stock and market rate housing. Most programs support households earning between 60%-120% Area Median Income (AMI).
• Area Median Income (AMI): The midpoint of a region's income calculated by gross income (before taxes). For the State College Metropolitan Statistical Area (MSA), the Area Median Income (AMI) is $108,125.
Why is Attainable Housing important in Patton Township?
Housing can benefit residents who are priced out of the market, helping families, young professionals, and retirees afford to live in Patton Township. Attainable Housing supports a balanced, inclusive community, reducing commute times, supporting local economies, and retaining essential workers like teachers, healthcare providers, and service workers. FAQ
What's the difference between attainable housing and low-income housing?
Attainable housing is referred to as housing that is considered reasonably priced for a person’s income level, while “low income” or “section 8” housing is a specific government program that provides rental assistance vouchers to low-income individuals, allowing them to rent privately owned housing by paying a portion of the rent with a voucher covering the rest.
Will Attainable Housing impact my property value?
No.
What has already been done?
The County and Patton Township completed housing assessments that identified the housing needs within the Township. These plans also included implementation steps to address this multifaceted issue and calls for systemic change across the county, regional and local levels to make housing more attainable for all.
What’s the timeline for these changes?
Patton Township has established a committee made of housing professionals to help draft regulations. That committee will be working with the Planning Commission that will provide a recommendation to the Board of Supervisors on proposed regulations to consider. The committee has their first meeting on November 17th, 2025 and will continue to meet throughout 2026.
